The Upper and Lower Cover go AROUND ignition lock. Fits: 1999-2002 Chevy Silverado that have both upper and lower covers go around ignition lock. If you do NOT have to remove the lock this is the correct part. If you need to remove your lock to remove the upper and lower covers this is the WRONG PART. You need the Classic Model.
